(Washington, D.C.) Last week US Cyber Command leaked another set of operations in an attempt to deter adversaries and normalize the concept of defending forward. If the reports of hacking the Russian power grid are legitimate operations, and not simply an attempt to trick the Russians into looking for cyber operations where they don’t exist, this marks a significant escalation in what defend forward encompasses and further removes any attempt at establishing rational bounds for peace time cyber activity.
