Woman Stole, Burned Thin Blue Line Flag Placed To Honor Dead Trooper

Catherine Iocco stopped her car to grab a thin blue line flag flying in honor a Master Corporal William Matt.

Milton, DE – A 21-year-old woman was arrested July 13 after she stopped her vehicle to steal a Thin Blue Line flag that was flying near a bridge in honor of a fallen state trooper.

The flag owner told police he was flying the flag to honor Delaware State Master Corporal William Matt who died unexpectedly on Monday.

Catherine Iocco, who lives in Wilmington, pulled her black Chevrolet Malibu onto the left shoulder and a witness called police when he saw her take the flag down and bring it back to her car, according to Wilmington News Journal.

That witness gave police a description of Iocco’s vehicle and a tag number, according to Sergeant Richard Bratz of the Delaware State Police.

The witness also told police the woman used her cell phone as she drove away.

Police were able to track Iocco using the information on her vehicle.

Police arrested Iocco in Milton and she told police she could not return the flag because she burned it, according to the Wilmington News Journal.

She was charged with theft, criminal mischief and other related traffic charges, the Wilmington News Journal reported.

Iocco was arraigned and released on a $275 unsecured bond.

Tim Dale and Dave Repass had placed the thin blue line flag on the Nassau Bridge because Trooper Matt was known to conduct traffic stops near that bridge, according to WBOC-TV.

Dale said a new flag is now flying in place of the flag that was stolen and burned, according to WBOC.

Cpl. Matt’s wife and son passed away in a car accident approximately eight years ago, but the trooper never stopped carrying on for his family and his department, Representative Steve Smyk, a close friend and neighbor, told Delmarva Now.

"A similar tragedy would have crushed many men, yet he found a way through his grief, not only to raise his remaining children, but to work with me in the Delaware State Troopers Association to help officers experiencing their own adversities,” said Smyk, who also served in the Delaware State Police.

"Anyone who knew Bill was aware he had a wonderful, bellowing voice,” Smyk recalled. “When used to its full effect, I actually saw him stop criminals in their tracks.”

Cpl. Matt was also a United States Army veteran, and later retired from the Delaware National Guard at the rank of captain.

In September, he would have faced mandatory retirement from the state police force, Smyk said.

"I am among the many who will miss Bill in about every way he can be missed,” he said. “With his passing, Delaware has lost one of its exemplary citizens.”

This is so hurtful. Reading his story and history, and knowing what he was sworn to... Ma'am he would have stepped in between you and danger and would not have given it a second thought. The thought of this happening to ANYONE that has passed, is the utmost in disrespect. You have to wonder, who chooses to go out into a land filled with so much hatred, suffering loss of their own, heartache, Bill's to pay and kids to raise... and at their best they are still only men and women molding a career that in many ways today seems hopeless in making a difference. But yet, they go. Why we ask, because its more than a job. Its a Calling. I hope and pray you have a change of heart. You see because you matter... you mattered to the Master Corporal, his comrades and that soldier that the stars is the only roof they may see for days upon days. They may not even know you, but they risk their lives for you. God Bless this country, protect Those that Serve and Lord please guide our hearts. And thank you Lord to my Son and Brother that answered the call ... and my other Brother that is now laying under that Flag that he was so proud to serve. And finally, Lord Thank You for keeping Your watch over me many a time that I didn't even know what danger was ahead.

Respect needs to be taught. First it should start in Congress. The President should be respected and honored. What is law and the constitution for ?To serve and protect Our nation and people. Our leaders and officers should be given respect. If they are an official in congress and represent anything else, they should be impeached from Congress. I do not feel sorry for people like this kid, as she is 21 years old and no longer a kid. Having my best friends father who was a police officer in Lawrence, Mass who was killed on the line of duty, back in the 90's. Gave me more respect for the police officers in this Country. Police officers are just like you and I, and they deserve to go home to their families at night. These kids are so programmed to hate that they have NO CLUE what is coming down the pike for them. They are truly brainwashed, and we can thank HOLLYWOOD, THE MEDIA and CRAPPY TEACHERS for this nonsense. RIP SIR....You will always be remembered!

Regardless of one's political motivation, you can't steal and destroy property that is not yours. Peaceful protest is a constitutional right. Having so much hate in your heart for things that you can't possibly understand is the vacuum that sucks your soul away and ruins what would have otherwise been a good life. Honor and respect is lost to generations of vitriol hate encouraged by people of influence who use wield that power destructively. We, as a society, are being brainwashed into resenting authority of any form. The socialization of America seeks to destroy in order to rebuild. This woman fell into their trap. I hope that she gets community service recording the grave markers of every fallen officer in the state and has to write a report on the lives of each one for the court, including their families.

While what Ms Iocco did was wrong, disrespectful and against the law, it really only amounts to petty theft and vandalism. Nothing that is too aggressive and not worth a prosecutors time. I have to disagree. If you read about the broken window theory of law enforcement you will understand that allowing lawlessness leads to more lawlessness. This theory was why New York City was on its way to being liveable while Guliani was Mayor. All crime was on a downward trend and you could actually walk down the street without being accosted. Unfortunately later mayors did not continue the policy and NYC quickly returned to being a hellhole.

The population statistics do not bare out your assertions. Nor would it explain why the crime statistics in NYC, and others that employed Wilson’s theory, as compared to other urban areas, further crime statistics are usually looked at as a percentage of population. The broken window theory is simple, if you tell people that stopping crime isn’t important, you get more crime. If you treat every crime as important and worthy of your time people are less likely to think that they can get away with it because they aren’t a “big criminal”

@Ddnews119 Actually, we're both wrong. The article below rebutting Wilson's theory states that crime was already in the decline starting in 1991,3 years before "broken windows" was applied to the NYPD.

This was written in 2004 and said its findings were inconclusive in determining why crime rate dropped. But the rate dipped nationwide pretty much at the same time, so maybe it was just a turn of conscience, or maybe it was the beginning of our economic boom meaning less people had to turn to crime to make ends meet.
