VIDEO: SRO Loses Job After Placing Student In Apparent Choke Hold

Holly Matkin

Camden Police Officer Jake Perry was working as an SRO when the incident occurred.

Camden, AR – A Camden Police Department (CDP) school resource officer is without a job after cell phone footage showed him subduing a student by holding him around the neck and lifting him off of the ground (video below).

In a statement, Camden Police Chief Boyd Woody said that the incident occurred at Camden Fairview High School sometime before 9 a.m. on Monday.

Chief Woody identified the officer involved in the altercation as CPD School Resource Officer Jake Perry.

Video footage showed Officer Perry as he held a juvenile male from behind with his arms wrapped around the teen’s neck.

He pressed the teen against a wall and raised the boy’s feet off of the ground momentarily as onlookers screamed at the officer in the background.

Officer Perry appeared to be speaking into the teen’s ear just before he set him back onto his feet, the video showed.

The officer kept one arm around the suspect’s head as he calmly led him away.

“I feared for my life,” Dekyrion Ellis later told KTVE. “I didn’t know what was going to happen. I blacked out. I really didn’t see anything until he took me back to the office.”

Ellis said that the incident occurred after he and another student got into an argument.

“He [the student] hit me. I pushed him. Then he pushed me and I pushed him harder to where he fell on the ground,” he told KTVE. “That’s when the kids started grabbing me and him.”

Ellis said that Officer Perry yanked the other kids off of him then “started choking” him.

“He could’ve taken me to the office,” the teen declared. “He didn’t have to restrain me. It wasn’t like I was trying to get away from him. I wasn’t resisting arrest.”

The video did not show what transpired prior to Officer Perry raising the teen up off of the ground.

Ellis was taken to the hospital by his family, KTVE reported.

He suffered scratches to his arm and said he was in pain, but an x-ray of his neck showed no injuries.

Ellis’ mother, Alonna Parker, said that Officer Perry’s actions were inexcusable.

“My son couldn’t even breathe,” Parker told KTVE. “It was just really uncalled for.”

His grandmother, Delondra Ellis, said she believes Officer Perry enjoyed using physical force against the teen.

“It was totally unnecessary for him to use that excessive force on my grandson,” she declared. “The look he had on his face to me looked like he was proud of what he was doing.”

“He should have put his hands behind his back,” added Ellis’s grandfather, Mark Ellis. “That would’ve been the appropriate way to handle the situation.”

Chief Woody said he viewed the footage and that Officer Perry was “relieved of duty pending an investigation” on Monday.

“As the Police Chief, I will not tolerate misconduct from my officer and this matter will be dealt with accordingly and I will be transparent in doing so,” he noted at the time.

He said that Officer Perry had been working for the CPD for over two years, and that he is a lifelong member of the community, KTVE reported.

“I’ve never had an incident with him,” Chief Woody said. “He’s well received in the community. He’s lived here all of his life and never had an incident like this.”

Camden Fairview Superintendent Fred Lilly also released a statement shortly after the altercation.

Camden Fairview School District (CFSD) will fully cooperate with the CPD's investigation,” Lilly said, according to KHTV. “In order to prevent similar incidents from occurring in the future, CFSD will work with the CPD to ensure that current policies and procedures for all SROs stationed at CFSD schools are reviewed and revised if necessary. CFSD's first priority is, and will continue to be, to provide an excellent education to all of our students in a safe environment."

The internal investigation wrapped up on Thursday, the CPD said in a press release.

“After the findings of the investigation, it was determined that Jake Perry did violate department policy and he is no longer employed with the Camden Police Department,” the agency said.

The statement did not say whether Officer Perry had been fired or if he resigned.

The incident has also spurred a review of the CPD’s training, policies and assignments.

Should have just shot the junior hood rat. He wouldn't have been in much more trouble and one less hood rat to deal with.

He didn't black out. If he had, his body would have gone limp. Sounds like a lead up to hiring an attorney for the lawsuit you know his family will file. My parents would have told me to not engage in fisticuffs if I didn't want to be handled by the police. I suppose that's the difference in upbringing.

If I were this abusing cop, I'd leave the area immediately before someone decides to seek retribution for choking a child. It'd be a shame if something happened to any of his family.

Perhaps you should be in the Officer's position to see how it feels, "Child" don't insult my intelligence you half wit.

Sorry, I graduated college. I believe that makes me overqualified to be a cop.

A college degree for the majority of officers.
BTW, graduating college means nothing anymore. Nothing.

I graduated college years ago. and you're going to have to cite a source saying most officers have a college degree, because that's patently false.

Funny how pussified this world has become, if I got in a fight at school and then popped of to a cop, my parents would have first thanked the cop for putting me straight and the. I’d have to deal with my dad. None of this bullshit. Kids are pussies nowadays and so are their families.

Don’t think your liberal arts degree would help you as a LEO anyways.

My degree made my salary higher in my mid twenties than yours did after 20 years on the force, so there's that much.

Here’s the deal LCD. You are not special, or new or unique. I have been hearing people like you spew the same shit for over 20 years, your just the next in line. You and your ilk do not bother us cops with the things you say. “I have a degree, my dad’s rich, I know my rights, I’m pre-law, I make more money than you, I pay your salary, I’ll have your job, I know the chief, I know the mayor“...ad naseum. It’s really quite entertaining and me and my buddies have stories for years about you and yours. I never got into this to be rich, I always have said I’m to dumb to do anything else and I laugh that my high school diploma has given me a pension for life and now working on another one. I’ll be retired for good in a few more years, I’ll sit on my boat, fish drink beers and smoke cigars and me and my buddies will continue to tell stories of assclowns like you and yours. So, thank you for all the memories 🤣

What? My dad wasn't rich, he was in the Navy. Also, I have never known a chief or a mayor, and I'm not pre-law, I run a digital design business. Take a look around on any site you go to, hoss. You visiting websites and scrolling through ads and clicking things easily, gives what people like me do, a purpose. So again, thank you for using the internet.

I highly doubt your parents would “thank” a cop for choking you. Restraining is one thing, lifting a kid off his feet in a chokehold is grounds to have your ass beat... At the very least.

What would you do if saw an adult choke your kid in that manner and lift him off his feet if that adult were not wearing a badge?

I understand you people think cop uniforms are magical and make actions that would otherwise be considered CRIMINAL.justified and necessary but in reality, choking someone’s kid may very well get you killed.

You lose... Snowflakes 101 is probably your degree in, I deserve free college. You should have headed out to a good Socialist Country for a degree. Officer have more hours in training and State, Federal law in a year than a college kid in 4 years.. I had my AD from 1974 and completed my BS 1977.. I have a total from across the country and overseas hiting 10,000 hours not college hours.
This is counting schools like the FBI, DEA and training in Scotland Yard on a Fellowship. I have fellow officers with Master Degrees and even Doctorial Degrees.
Good luck in life and learn that you are out of your field
on this subject and not to refer to that you are not knowledgeable in.

50 years as a officer and still teaching Law Enforcement personnel in SWAT, Firearms, Long Range Rife (Sniper) shooting and Patrol Rifle. Use of Force, Use of Deadly Force, De-Escalation of deadly Force, State Law and Federal...
Over those years of LE, I was involved in 5 OIS and survived all due to the Grace of God, Training and luck.
Just remember, only one out of 25,000 can make it being a cop....👮‍♂️👮‍♀️🕵️‍♂️🕵️‍♀️

I would have like to have read the officer's side of the story, but that is lacking here. Clearly the student is not passing out, but it IS a choke hold and appears to be used as a warning gesture. We also don't know what the officer whispered in his ear. Obviously, momma and grandma are going to spin their view for the teen. You cannot use this style of law enforcement anymore, especially in the Northeast US.

We SHOULD NOT have SRO's. The lefties perverting our education system have forced discipline to the realm of the Police. Our job is LAW enforcement, and handling CRIMINAL acts.
Schools, if you want someone to handle your discipline cases, then man up and return the schools to the way they were run in the 1960's to 1980's and start holding the parents directly and FINANCIALLY responsible for THEIR little monsters!

NO SRO's !

If the parents has properly PARENTED both kids this wouldn't have happened. In history, when I was in school we didn't have nor need cops in the schools. The teacher or principal would have taken both kids to the office where they would be paddled or suspended. I do however wonder if pepper spray or taser was available to the cop, and if the kid was out of control that they were not used. Generally grabbing someone out of control and using the impact of a wall to stun them generally works fairly well I found.

Cop should have kicked the kids butt.

As usual the full recording isn't shown. I'd like for once to see the whole video that lead up to the Cop having to restrain the student. Depending on the situation a choke hold may have been his only choice to get the situation under control.
