VIDEO: Bodycam Captures Fight With Cops, Fatal Shooting As Officer's Dragged
Topeka, KS – Police have released the bodycam video of an officer-involved shooting that occurred when two female suspects tried to make a getaway in a passing SUV (video below).
The incident began just before 11 a.m. on Nov. 27, 2018 when a Topeka police officer came upon a vehicle stalled out on the ice at the intersection of NE Grant and NE Monroe, according to the Topeka Police Department’s press release.
The female Topeka officer got out of her vehicle to see if she could assist the stranded motorists, but just then, a Kansas Highway Patrol trooper arrived on the scene and told the officer that the vehicle she was about to assist had just fled from him on a traffic stop.
The bodycam video released by Topeka PD began as the Topeka officer approached a maroon sedan and asked the driver to get out of the car.
The video showed the driver, later identified as 26-year-old Chelsee Ann Retana, turned her back to the officer and reached for something in her console.
The officer reached into the car and grabbed Retana, but she resisted.
The trooper helped the officer pulled the driver out of the car, and then he took the woman to the ground, the video showed.
Retana continued to fight the officer, as he attempted to gain control of her on the icy, snow-covered street.
Suddenly, a silver SUV driven by 35-year-old Jarmane Logan approached the scene at a high rate of speed.
The passenger of the maroon sedan, Misty Maspero, screamed because she thought it was going to hit her.
“Oh my God, he’s going to run into me,” Maspero shrieked in the video.
“Watch out! Watch out!” the Topeka officer yelled.
The silver SUV slowed to a stop right next to the scene, and suddenly the women lunged for the vehicle.
Maspero managed to jump into the SUV, but the trooper wrapped his arms around Retana from the back and held on.
The SUV began moving again with both Retana and the trooper hanging from its passenger door.
“Not only were the officers’ lives in danger, but I believe one of the females from this vehicle was also being dragged as well,” Topeka Police Lt. Andrew Beightel said in the press release.
The trooper managed to get to his weapon and fired two shots that struck the driver before he dropped from the moving vehicle to the ice-covered pavement, the video showed.
The trooper suffered minor injuries from being dragged, police said.
The SUV rolled to a stop about a block later and the women fled the scene.
Logan was transported to a local hospital where he died, according to WIBW.
Topeka police captured and arrested Retana two weeks later.
She was charged with interference with law enforcement and possession of methamphetamine and marijuana, the Daily Mail reported.
Retana was held at the Shawnee County Jail in lieu of a $150,000 bond, and is due to appear in court on March 28.
On Jan. 11, Shawnee County District Attorney Mike Kagay released the findings of his investigation into the officer-involved shooting, KSNT reported.
Kagay said his office had determined the shooting was justified, and that no charges would be filed against the trooper who fatally shot Logan.
A spokesman for the Kansas Highway Patrol said that the trooper, who has not been identified, had been on administrative leave since the shooting and would be returned to duty immediately, according to KSNT.
