These Are The Heroes Who Took Out Officer Carr's Assassin

Fayetteville Police Cpl. Seay Floyd and Officer Natalie Eucce spotted the gunman behind the station and returned fire.

Fayetteville, AR – The Fayetteville Police Department (FPD) has identified the two heroic officers who ran towards gunfire and took out the gunman responsible for executing Fayetteville Police Officer Stephen Carr on Saturday night.

Officer Carr, 27, was waiting for his partner in his patrol vehicle behind the FPD station when a gunman “ambushed and executed” him at approximately 9:42 p.m., the department said in a press release on Sunday morning.

Officers inside the station heard the gunfire and immediately responded to the area.

Officer Natalie Eucce and Corporal Seay Floyd spotted the armed suspect behind the police station and returned fire.

The gunman, later identified as 35-year-old London Phillips, was hit multiple times, and died at the scene, KFSM reported.

“The whole situation lasted less than 30 seconds,” Fayetteville Police Chief Mike Reynolds told reporters on Sunday morning.

Directly after the altercation with Phillips, Officer Carr’s fellow officers located him inside his patrol car, suffering from a single gunshot wound to the head.

“Officers immediately rendered aid to both the officer and suspect,” the FPD said.

Fayetteville Fire Department and Central EMS personnel arrived at the scene within three minutes, but Officer Carr also succumbed to his wounds at the scene.

“It appears the suspect came into the back parking lot and just executed my officer,” Chief Reynolds said, according to the Belleville News-Democrat.

Additional officers suffered scrapes and bruises during the incident, and one officer suffered a broken hand, the chief said on Sunday.

It was unclear if Officer Eucce or Cpl. Floyd were among the injured officers.

Chief Reynolds said that investigators do not believe that Phillips targeted Officer Carr in specific, but that he did set out to murder a law enforcement officer.

“All I know is that this was a cowardly act,” the chief told reporters on Sunday. “He was looking for an officer to kill…and if it wasn’t for the response of our officers that engaged and killed the suspect – yes, I do believe that he would have hurt more people.”

Officer Eucce has been with the department for two-and-one-half years, the FPD said in a press release on Sunday.

Cpl. Floyd is a seven-year veteran-of-the-force.

“Both officers discharged their weapons during the incident and have been placed on paid administrative leave per Fayetteville Police Department policy,” according to the department.

Phillips was found in possession of a 9mm Taurus handgun, as well as two boxes of ammunition, Chief Reynolds told reporters on Sunday.

He was also previously reported for impersonating a police officer in December of 2018.

Chief Reynolds said that Phillips executed Officer Carr at point-blank range “in cold blood,” and that the murder was captured by surveillance cameras.

Officer Carr joined FPD in April of 2017, and was assigned to the entertainment district.

“He served our community with dedication and professionalism for the past 2 ½ years,” the HPD said. “He is a HERO…Our thoughts and prayers are with Officer Carr’s family during this tragic time.”

During a press conference on Sunday morning, Chief Reynolds said that Officer Carr’s assassination marked the “worst day in the history of the Fayetteville Police Department.”

Officer Carr was an “all-American boy” who came from a law enforcement family, and “he just wanted to serve his community,” Chief Reynolds added.

“Officers are being targeted every day throughout our country. It’s something I didn’t have to deal with 26 years ago when I started this job, but it’s something that’s reality now,” the chief said. “God bless his family, and God bless the men and women of the Fayetteville Police Department.”

My father dropped out of high school to fight in WWII as a fighter pilot. When he came home he joined the Detroit Police Department in 1946 and was a cop for 49 years. When I got into law enforcement in 1979 the first thing he told me is you never let anyone walk up to your car while you’re sitting in it. You always get out to address someone. This gives you a chance to draw you sidearm or fight or run if you have to. I went through two different academies and worked for two different departments and have never heard anyone else tell me that. Don’t know if Officer Carr saw him walking up but maybe they should teaching this again. RIP Officer Carr!

I worked for two police departments, and neither allowed us to approach vehicles, but required them to exit vehicles after we exited ours. Now they are walking up to vehicles and leaving violators in them. I don’t get it.

According to Chief Reynolds, Fayetteville police officers had a brief history with Phillips, including a December 2018 incident when they received a report about Phillips impersonating a police officer. Further details about that case were not immediately available. Phillips also had a previous domestic violence arrest in Florida, but he was not convicted in that case.

Related to his 2017 Florida arrest, In a statement, Phillips’ mother wrote that her son had been on a “psychotic roller coaster” toward her all night.

She wrote that he had gone from saying, “mom I love you,” to “you f____ b____,” in seconds. She said he hugged her several times and apologized, but then turned around and threatened her while hugging her, whispering in her ear, “I’ll burn you,” and then, “I’ll burn both of you,” a reference to his stepfather, according to the arrest report. She said he talked to her, “like a dog,” and demanded that she do things, and said, “I’ll only tell you one more time — that’s when he bowed up and I felt very threatened.”

“It is my understanding he had a medical marijuana card and that disqualifies an individual from possessing a firearm in Arkansas,” Chief Reynolds said.

First of all, my condolences to the officers family and to his family of blue. Enough is enough. It should be a automatic death sentence for anyone killing a officer if their brothers and sisters aren’t lucky enough to take them out. If you look around the station on google maps it’s completely accessible. Proper facilities with the right type of specialized surveillance and perimeter protection could have prevented his death.
