State Releases Sex Offenders To Protect Them From Virus Without Warning Police

New York State released more than 50 inmates, including sex offenders, into communities without warning local police.

Greece, NY – Greece Chief of Police Patrick Phelan is furious that a statewide order from the New York State Department of Corrections and Community Services (DOCCS) released more than 50 prisoners from jail – including sex offenders – into his community without warning.

The Monroe County Jail released more than 50 prisoners on Saturday and eight of them were sex offenders, WROC reported.

Chief Phelan said nine of those inmates are staying at the Holiday Inn Express in Greece, less than 100 yards from a school and without spitting distance of a neighborhood.

Four of the inmates at the Holiday Inn Express are sex offenders, and three are Level 3, meaning they are considered the highest risk to re-offend, according to WROC.

“It doesn’t make any sense. If you could present an argument to me that makes sense, I’m willing to listen. But this doesn’t make any sense,” Chief Phelan said.

Those inmates were moved to the Holiday Inn Express after the DOCCS ordered jails to release low-level parole offenders, WROC reported.

“So you have a violent criminal who’s done time in state prison who’s been given the chance of parole, and not followed the conditions of their parole. That’s who you’re talking about right now,” Chief Phelan said.

He said neither the state nor the county bothered to notify local law enforcement that they were releasing more than 50 prisoners into their community, WROC reported.

“We weren’t told by anyone,” the chief said. “I think good practice would be if you’re going to release convicted felons. Some of them very violent some of those level 3 sex offenders, you might want to give law enforcement the heads up.”

Chief Phelan was very critical of the state’s decision to release the inmates from a jail that has not had one single case of coronavirus, WROC reported.

There is a coronavirus crisis in some New York prison facilities in other areas of the state and it is only expected to get worse because New York correctional officers are not allowed to bring or wear their own face masks to work with them in detention facilities because it violates the uniform.

On Monday morning, New York State Correctional Officers & Police Benevolent Association President Michael Bowers tested positive for coronavirus, WKTV reported.

“This significant action is being taken in response to a growing number of COVID-19 cases in local jails over the past few days and weeks,” DOCCS said in a statement, according to WROC. “Our top priority remains the public health and safety of New Yorkers during this global public health emergency and this measure will further protect a vulnerable population from contracting and transmitting this infectious disease.”

Wouldn't a better approach be to use them as human test subjects? We could test all kinds of things on them and then expose them to COVID-19 and see what substances work. We could try cyanide, strychnine...

Don’t disagree that they shouldn’t have been released but if you think for one iota that the Governor or President has time to review every action taken by State employees during a pandemic you to need your head examined! This is a decision made by the Director of Prisons and he should be immediately fired!

Let's for the moment ignore Jim and John who, by their comments, show themselves to be more dangerous and heartless individuals than most of those in prison. Let's look at the scenario if huge numbers aren't released. With the first case of Covid-19 in an institution, it will be only a matter of time before almost everyone has it and many are dead. The dead will have to be removed, contaminating those entrusted with that task. Before the seriousness of the situation was fully known, prison personnel will have been going home to their families, shopping, being in public. I don't have to go on. We know what the result will be. And actually, this may all be academic. We may have waited too late. If I were like Jim and John, I would wish that they be among the first to get the virus. But I'm not, and I don't. I pray for their safety and wellness, as I do for that of our nation.

I'm sure we all appreciate NARSOL's statistics, but what he FAILS to specifically mention is that those individuals who are designated to be Level 3 Sex Offenders have the highest the risk of reoffense, and the degree of dangerousness posed to the public is also very high.

That is why Chief Phelan and those of us who live and work in the NY area are so upset and blindsided by the continued buffoonery displayed by Cumo and De Blasio !!!

Most classifications of levels are virtually meaningless as they are assessed on the crime of conviction rather than a personalized evaluation of the individual. States that use the former method will have high numbers of Level 3 individuals. States that use the second method will have much, much lower numbers, usually around 10%, of level 3s, and as studies of the reoffense rate of persons on a sexual offense registry consistently show between 1 and 10%, the case is much stronger for the validity of the former.

I'm sure you've heard the old adage, "Figures Lie, and Liars Figure".

The rates of level 3 recidivism in NY and NJ are high.

And only those who would spout such false statistics, (due to the low number of those sampled), should house a few of the recently released to see how well their own family or children fared in the company of these sick Pieces of Shit.

Actually recividism rate of sex offenders have consistently been between 3 and 5%. There have been 12 states that have done studies on all their offenders. Problem I see is placing them in close proximity to the school. Further, local police had to be notified as they're required to register in 3 days.

Curious if you would consider rolling back or admitting you were wrong when it turns out that those particular registrants did absolutely nothing wrong after their release (as with 95+ percent of all registrants).

For crying out loud, people. The story does NOT refer to anyone being released from PRISON. It's about those being released from JAIL, arrested for inane parole or probation violations, few (if any) of which had anything to do with their original crime and none of which would have been a crime at all if they weren't on parole or probation. Their original crimes were not a factor in the decision to release them, nor should they have been.

People that think wanton harassment and making life as unlivable as possible for those convicted of sex crimes makes the public "safer" are extremely foolish. Sex crime will still occur, and nearly always by those without priors of any kind.
