School Resource Officer Kicked Off Campus For Writing Ticket To Principal

Principal Carrie Boyer had School Resource Officer Adam Chinchic escorted off campus after he wrote her a ticket.

Warren, OH – The police union is demanding an apology from a school principal who kicked the school resource officer off campus after he wrote her a ticket for repeatedly parking in a handicap zone.

“We want an apology to our officer and want to know exactly what happened from the time the ticket was issued to when SRO Adam Chinchic was escorted off of the property,” Warren Patrolman Michael Stabile, co-director of the Ohio Patrolmen’s Benevolent Association, told the Tribune Chronicle.

The incident occurred on Tuesday morning, after Warren Police School Resource Officer Adam Chinchic wrote a ticket to Jefferson PK-8 School Principal Carrie Boyer after he caught her illegally parked for the third time.

Patrolman Stabile said Officer Chinchic warned Boyer back before the holiday break that she was illegally parking in an area specifically designated for loading handicapped people into their vehicles.

“It is my understanding that at the time, she told the officer she had been parking there for years and then moved her car,” he said.

An undated Google Maps photo of the school parking lot actually showed Boyer’s car parked in the striped, no-parking zone.

Many vans and other vehicles retrofitted for handicapped passengers have ramps that extend multiple feet out. Parking in the area designated for their loading and unloading could mean someone is unable to access or exit their vehicle parked in a designated handicap space.

After the initial warning, Officer Chinchic caught Boyer parking in the handicap zone again when she returned after the holiday break and he warned her again, the Tribune Chronicle reported.

When he found her parked there again on Jan. 8, the school resource officer issued the principal a ticket, Patrolman Stabile said.

Within 30 minutes of writing the ticket, two district employees approached Officer Chinchic and told him that Boyer had told them to escort the school resource officer from the school.

“He was taken to his office, allowed to collect his belongings and walked out of the building,” Patrolman Stabile told the Tribune Chronicle.

The police union took umbrage at the way the school resource officer was treated.

"The principal was warned several times," Warren Police Officer Michael Currington, a police union representative, told WJW. "Resource officer Adam Chinchic was ordered and escorted out of the building by the school's business manager and the head of security in the same fashion as a criminal."

Patrolman Stabile pointed out that the school resource officer could have given the principal a ticket back before the holidays when he first warned her, but he was being nice.

“Our officer did nothing wrong,” he said.

Warren City Law Director Greg Hicks confirmed that assertion to WJW.

"The officer asked her several times not to park there," Hicks said. "My understanding she was parked in the striped area next to the handicap spot, and that is not allowed. She was told several times.”

“If we allowed that, what would we be teaching our kids?" he asked.

Officer Currington said when Officer Chinchic was kicked off campus, he was more concerned about the students than himself.

"Our officer was upset because he had promised a second grader he would have lunch with her and he couldn't explain to her why he wouldn't be there," the union representative said. "He was more upset about the student."

Officer Chinchic was temporarily reassigned within his police department, and school resource officers from other campuses have been helping to cover Jefferson.

But he wants to return to working in the schools.

“This is the first time I’ve experienced anything like this,” Patrolman Stabile said. “We have a good relationship with the schools.”

A new contract was already in the works between the city and the school district, and this incident is expected to come up during those negotiations, Warren Safety Service Director Enzo Cantalamessa said, according to the Tribune Chronicle.

What a turd. Supposed to be leading a school and teaching kids life lessons on behavior, but setting a disgusting example of selfish entitlement. She should absolutely be fired. As the parent of a disabled child, I've dealt with plenty of this, but never from someone in administration.

I'd like to know how many disabled students they have at this school. I'm betting there are plenty of parents upset about her behavior but afraid to confront her on it. Glad there was an officer there to stand up for what's right. I hope he's allowed to return to his post.

What I liked about this story is that there is an impartial third party witness to her behavior (Google Maps) - even though it's an undated photo, it clearly shows her vehicle parked where Officer Chinchic has found her several times and warned her as many times. This shows the pattern of her entitled behavior and predicts the subsequent tantrum in having the officer escorted off the campus in an "How dare you?!?" statement.

Though the photo does not show clearly ADA signage or handicapped striping colors, in most (maybe all 50) States, a commissioned/sworn Police Officer may enforce handicapped parking areas even on private property IF the parking areas are appropriately marked & signed as such. In writing a citation (ticket), an officer is reporting to the violator and the court the alleged violation. It is solely up to the court to determine guilt or innocence.Typically, officers/volunteers will take photos of the violation as seen.PLEASE DO NOT PARK IN HANDICAPPED SPACES/AREAS UNLESS YOU HAVE A VALID PLACARD OR PLATES TO DO SO.

If I were Officer Adam Chinchic, I'd make it a point to pass by that school daily and ticket Boyer every single time it's parked illegally. Plus encourage coworkers to do the same. Where I live a handicapped parking ticket costs you well over $500 per offense and the fine cannot be reduced by any judge.

The photo above does not depict the area the principle was parked in. The principle was parked between two handicap spaces in front of the school. The area between the two handicap spaces was striped so that handicap people could remove wheelchairs and other equipment from vehicles.

Principals can become quasi-dictators of their fiefdoms if the district allows it. A phone call to the chief and then to the superintendent would likely have resolved that. There should be language in the SRO contract already that prohibited this type of retalitory behavior. Enforcement of the law is his primary job. If his career is impacted by her actions, he has a civil case against her.

How can a civilian at a school have a police resource officer removed from the school? The officer did not threaten the people within the school nor was the officer misbehaving in any manner. I believe the principle should be demoted and a parking space on the outer edge of the paring lot be assigned to her.

Again, how does a civilian escort a sworn officer, in the commission of his duties out of a public building? I would not have budged until ordered to by supervisor or until my shift was up. And would have prayed someone try to put their hands on me to make me leave. Had something occurred after leaving the officer would have been blamed for abandoning his zone.
