Portland Mayor Pushes Forward Plan To Use Unarmed 'Officers'

Mayor Ted Wheeler disbanded the mounted police so the city could hire unarmed non-sworn officers

Portland, OR – The mayor of Portland has plans to start a pilot program where non-sworn officers will not carry weapons and be used on non-emergency calls.

Mayor Ted Wheeler’s plan needs final approval by the City Council on Dec. 5, according to the Williamette Week.

The non-sworn officers are called Public Safety Support Specialists and will be utilized on property crimes and break-ins, according to Wheeler.

The mayor cut the city’s mounted police from the budget so he could fund the Public Safety Support Specialists, which could be hired in January, according to the Williamette Week.

The police union has been in negotiations since July with the city over the new hires.

Portland Police Association President Daryl Turner says the Public Safety Support Specialists won’t respond to calls for service without being accompanied by a sworn officer. Turner said they may provide support by working at the front desks at precincts or waiting for tow trucks at the scene of car accidents, according to the Williamette Week.

Proponents of hiring the Public Safety Support Specialists said they could build more trust with citizens.

Wheeler had promised to use the saving from cutting the mounted police to fund 14 unarmed community service officers, the Williamette Week reported.

"When you bring your gun and a badge into a situation, it can make some people uneasy," says Sam Sachs, a former Portland park ranger, according to the Williamette Week. "If you're not wearing a gun, it kind of changes things."

The unarmed Public Safety Support Specialists were pitched in 2017. Originally, they were supposed to be working by January of 2019, but city officials admit that won’t happen.

In 2017, then Police Chief Mike Marshman said the program was to be modeled after one in San Diego. Community service officers in San Diego patrol neighborhoods and write reports and also help children cross the streets after school, according to the Williamette Week.

I don't see how that's cost efficient. Uniformed officers are going to have non-sworn civilians as partners now? Do the uniformed officers sit in the car while the "Public Safety Support Specialists" take the reports for "property crimes and break-ins"?

Police assistants have been used successfully in Phoenix and other surrounding Arizona cities for years. They respond to incidents such as theft, minor traffic accidents, vandalism etc etc. In cases where a sworn officer is not needed. They work alone and do not carry weapons.

I thought the whole idea was to free up the cops by not having them tied up taking witness statements and burglary reports. If they’re just going to be used to babysit the ‘public safety specialists’ why even bother? Should’ve just kept the mounted unit given the city’s recent fondness for violent protests...

We had these people in our department and they do help take the load off the beat deputy by taking the cold reports or those infamous missing dog or cat calls. However cutting the mounted unit was a stupid move and purely political.

We have had Unarmed Officers in Miami-Dade County for decades! They handle non-confrontational calls like Crimes against property, minor car accidents and after the sworn Armed Officers have cleared they will do the paperwork or traffic control at the scene till the tow trucks remove the damaged vehicles and so on! It has worked out very well and frees up the Sworn Officers to handle the more urgent calls!

The city of Los Angeles has these already, we call the public safety officers (Security Officers) some write theft reports, lost and found property reports. But never show up to a radio call of any sort.

Allow me an observation that I noticed months ago. Portland is disarming the Police and arming ANTIFA. Portland is only a breeding ground for liberal insurrection. Training camp for the violent Fascist the Democrats call "Progressive". Have you recently seen LEO ordered to stand-down and stay away from ANTIFA protests? Let ANTIFA do whatever instructed. What troubles me about all of this is history. Hitler used the Brown Shirts as an alternative paramilitary group to support his rise to power. Its primary purposes were providing protection for Nazi rallies and assemblies, disrupting the meetings of opposing parties, fighting against the paramilitary units of the opposing parties. Have you, too, seen any of that happening? I am NOT calling out Portland as Nazis but I am noticing a similar strategy in their path to Power and Control.

Wheeler is a fool. He is implementing this all wrong. PSS/CSO's whatever you want to call them can be used effectively to augment patrol and investigations. But you never cut police services to do it. And you don't leash them to a patrol officer either.

Wheeler is foolish to think sending a uniformed member of the department will have any difference to someone who is uncomfortable with someone who is carrying a gun. They probably won't even notice they DON'T have a gun. They're uncomfortable with authority and government, not the gun.

Wheeler is playing all sides against the middle. He's pandering to snowflakes, saving money and destabilizing the department. But he's talking out all three sides of his mouth. This will fail spectacularly. He's creating a good program for all the wrong reasons and lying to each side about it.

PSOs have been around for decades. I can't attest that Portland will properly and effectively utilize them, but they do free up police officers to handle calls more suited to their training and powers. PSOs are cost less. They will handle the routine, non-emergency jobs that officers don't want to do anyway... of course, the down-side is that every officer needs some downtime during a shift, otherwise, they are in condition red from start to end and the can lead to overreaction and burnout. Its a double-edge sword in a street knife fight.

What a joke! Those Police lives are on you Mister Mayor! 34 years as a LEO ....how many times I was send to a nothing, take a report, call and It escalated into a huge Donny Brook..... quickly! Now there's the unarmed do boy getting his or her ass kicked with no equipment to help them de-escalate that situation! It's a hell of a lot safer to have those complaintants call it in or come to the station and report it! It just not safe to place these people in harm's way...to save a few bucks!

I have spent some time in OR. The natural beauty of the state is magnificent. The politics of the people are out of touch with the mainstream of the country. This is simply another example of the folly of liberalism. I read recently that OR finally is allowing 'certain area's of the state to actually pump their own gas. They allow the Antifa pukes to cover their faces, attack innocent people, and destroy public and private property. The people of OR deserve exactly what they get. Anyone who is so naive as to want to become an unarmed cop policing a juvenile delinquent population with an average I.
