Kentucky Sheriff Lays Off Entire Department Until 2020 Budget Is Approved

Breathitt County Sheriff John Hollan laid off all his office staff, deputies, and court security officers on Thursday.

Jackson, KY – Breathitt County Sheriff John Hollan announced that all of the employees of the sheriff’s department would be laid off, effective end of business on Thursday, because the agency’s 2020 budget hasn’t been approved.

Sheriff Hollan made the announcement in a press release on the Breathitt County Sheriff’s Office’s official Facebook page even as foul weather and flooding were washing out county roads and causing mudslides.

The sheriff explained quite simply that the sheriff’s department was out of money and could no longer pay its staff.

The press release explained that despite the fact the department’s budget proposal was submitted in a timely manner, Breathitt County Judge Executive Jeff Noble had dropped the ball.

“The budget was submitted to the Fiscal Court with sufficient time to meet the state deadline of January 15, 2020,” the press release said. “Without an approved budget the sheriff cannot request a state monetary advancement and current department funds are essentially depleted.”

Sheriff Hollan said the layoff applied to all personnel, including office staff, deputies, and court security officers, WYMT reported.

The press release also said that all sheriff’s department vehicles would be left parked at the court house for the foreseeable future because there were no more funds available to fuel them.

"I have exhausted all resources and unfortunately, the department can no longer pay employees or provide fuel for department vehicles until this is resolved," Sheriff Hollan said.

The sheriff said that he would continue to serve the community and be available on-call 24 hours a day until manpower had been restored to the department.

The sheriff’s office’s budget has been put on the Fiscal Court’s agenda for consideration on Feb. 17, according to WYMT.

He said that he hoped the matter would be resolved then but in the meantime, he has asked state and other local law enforcement agencies to help fill the gap.

Now there’s a man with balls and I applaud him all these goddamn politicians they play their games those funds need to be there to pay those officers and pay that personnel and fuel the vehicles for god sake‘s those people cannot work without money if you can’t pay them then they shouldn’t be working and this sheriff actually stepped up to the plate and did what needed to be done if the city officials cannot understand this then they need to be replaced get the damn budget approved and get them back to work stop playing your stupid games God bless Everyone of you in the sheriffs department and God bless the people that you help to protect because without you there there’s gonna be a big problem so you stupid city officials and whoever else is got fingers in that budget get off your lazy ass and get it taken care of

Isn't there a Judge or Court who can order whoever is responsible to get the budget approved or order the Sheriff's Department be paid? The Sheriff is just fulfilling his duties as elected Sheriff, he's doing nothing wrong, obviously!

If more administrators had a set balls and a back bone to stand up against officials like this our country would be a better place. I hate it for employees who are not getting paid but you can’t expect them to work for free. Public Servants and Medical Professionals are expected to work whether they get paid or not. It’s a prime example why they are sh+* on all the time!!

Who is minding the jail? With no Deputies for court, this will get settled really quick by the judges. Yes it is a shame it had to get to this, but he has drawn a line in the sand, and more power to him for doing so! I suppose State Police is handling calls in the interim. That also will work to put the pressure on to resolve it. Normally this sort of thing gets really ugly when the cops don't show up for work, and all get fired, but this guy took that burden off their backs by standing tall! Sounds like a guy I'd like to work for!

Playing politics with peoples lives and safety on the line. The Thin Gray Line of KSP will pull up the slack but the community will suffer with response times because of lack of knowledge of the immediate area.
Kudos to the Sheriff and the Entire Fiscal Court of Breathitt County should be recalled.

Maybe it will turn out that the taxpayers don't need to be supporting all of those employees and they can trim the budget a bit. Taxpayers are the kings and queens of society after all.

Plenty of jobs in the private sector now that Trump is solidly in command!

I would seek his immediate termination for throwing a threat like this. Each year, we do an annual report of future expenses. He was no different. Cities, are hurting and all of you would be the first to say NO to increased taxes to warrant this Chief additional monies just because he threatened you
