Grand Jury Indicts Ex-Police Chief For Beating Man Who Tried To Drown Baby Girl

A Grand Jury had indicted former Greenwook Police Chief Greg Hallgrimson.

Greenwood, MO - A Grand Jury decided Wednesday to indict a now-former police chief for beating a man who tried to down a baby girl.

The initial incident occurred on Dec. 29, 2018 after 29-year-old Jonathon Stephen Zicarelli showed up at the Greenwood Police Department and made a confession.

He told officers that he had tried to drown his six-month-old daughter in an icy retention pond, the Kansas City Star reported.

Greenwood Police Chief Greg Hallgrimson and another officer raced to the pond the man had indicated and found the baby girl floating face up, unconscious.

They pulled her from the water, undressed her, and wrapped her up in the police chief’s shirt to warm her, the Kansas City Star reported.

Then they took lifesaving measures as they waited for medics to arrive.

The baby was transported to the hospital and treated for severe hypothermia, among other injuries, the Kansas City Star reported.

It was estimated that the baby had been in the water for about 10 minutes and her survival has been called a miracle.

Afterwards, the chief went back to the police station and placed the baby’s father under arrest, the Kansas City Star reported.

Zicarelli’s attorney has alleged that Chief Hallgrimson used excessive force when he was arresting her client.

Susan Dill told the Kansas City Star that there is bodycam from another officer that showed the police chief grabbed Zicarelli by the throat, threw him to the floor, and punched him in the face.

Dill said that Chief Hallgrimson sat on Zicarelli’s chest and told the father “You deserve to die” as he beat him.

She said the police chief had to be pulled off Zicarelli to end the assault.

Dill said her client had suffered injuries to his face and jaw, the Kansas City Star reported.

The bodycam video has not been released to the public and the attorney’s account of the incident has not been confirmed, the Kansas City Star reported.

Dill said the Federal Bureau of Investigation (FBI) had visited her client in his jail cell to explore criminal civil rights violations.

Zicarelli has since been charged with first-degree domestic assault and pleaded not guilty.

He told officers that he was stressed out by the holidays and trying to support his family, and that he was trying to make things easier for his wife by killing their baby. Zicarelli is scheduled to go to trial in December.

Hallgrimson resigned from his position May 29.

Now, Hallgrimson has been indicted for violating the suspect's civil rights.

“Law enforcement officers serve the public every day with courage and integrity,” U.S. Attorney for the Western Missouri District Tim Garrison said, according to WDAF. “But nobody is above the law. Any officer who abuses their authority will be held accountable for violating the Constitution they are sworn to uphold.”

A GoFundMe was established to help Hallgrimson with legal fees.

I might have done the same thing! Someone has to stand up for all the babies/children being injured or murdered by their parents, who should never have been given the gift of having a child! It we'll never stop until LE gets tougher on those horrible parents! What he did to his innocent, helpless child was far worse than the beating he received & deserved!

When it comes to child abuse in any way and murder of a child I get very angry because my niece now my daughter adopted her 7 years ago went thru abuse by my brother and her step mother after the step mother spent only 10 short months in county lock up for the death of her own daughter who was just about to turn 3 yrs old and luckily I stepped in or I would have buried my niece instead of adopting her so I would have done the same as the chief that bastard deserves far more than a nice ass whooping from the Chief... Hopefully he is exonerated

Unfortunately there was probably no choice but to charge the Chief . . . hopefully a little jury nullification will go a long way here. BUT what kind of charge is 'first-degree domestic assault' for the original criminal? How does that compare to attempted murder? . . . and why not charge both.

Are we supposed to feel bad for a pos who tried to murder a baby. Most people would want to do what the asst chief did and more. And the stress of police work today and how horrendously they are being treated could certainly take one over the edge. I don't think what he did was worthy of anything but maybe mental heathy counseling for stress. I agree if the evidence is true he took it a little beyond what is appropriate but I also see why it would happen in todays world of law enforcement. I hope if it comesdown to it our President steps in.

This is really wrong and unfortunate. I abhor police brutality, BUT this is one time that it should be excused and overlooked. Former Chief Hallgrimson was under a lot of stress when he rescued the baby girl. I pray to the good Lord keeps her safe from further harm. By the time that he got to the suspect, the stressed had peaked. Mr Hallgrimson is a good man who encountered evil. The suspect freely admitted that he wanted to spite his wife by drowning and murdering his baby daughter. Zicarelli is the worst if the worst and Chief Hallgrimson knew that and reacted accordingly. I sincerely hope that Mr Hallgrimson is acquitted of those charges, allowed to go on with his life and to return to law enforcement.

Police officers have an incredibly difficult job. Dealing with the lowest of the low of humanity … people that the rest of us only see on TV. They live it. But the chief knows, and most other officers know, you most likely aren't going to get a medal for beating the shit out of someone. No matter how bad they deserve it. Sometimes there is a price to pay for doing the right thing. I just wish he didn't have to pay that price. Who could deserve a beating more than a guy who tries to drown a baby?

Having worked investigating child abuse for 3 years, I can honestly say I was on the threshold more than once during interrogations of abusers, both physical, sexual, and emotional. Thankfully, I never acted on my desire to physically punch or strangle some of the worst offenders. However, I haven't been in the same exact situation described here. I can understand how angry the chief had to have been to do what he did. If the mugshot is a good portrayal of his injuries I'd guess the beatdown was not as portrayed by the attorney was definitely embellished to put the best possible spin for his client. I don't blame the chief and hope he is acquitted of the charges.

With almost 40 years in law enforcement working with 4 different agencies in 3 different states, including one of the largest LE agencies in the country, I suppose I have seen my share of tragedy and crimes that are heart-breaking. I have always been considered hard-core and have taught in the academy, in-service training and to my trainees, if someone tries to hurt you, they go to the hospital first, then jail. If they resist, you use immediate and decisive force to overcome that resistance. HOWEVER, if there is one thing I remembered from LA County Sheriff's Department academy, once the handcuffs go on, it's "King's X". Beating a passive suspect who has his hands handcuffed behind his back is inexcusable! Would I have also wanted to beat the stuffing out of him? The answer is yes, but I have to be better than that. My job is to enforce the law and arrest those who violate the law, not administer street justice to a non-resisting arrestee who could not defend himself. Those were NOT the actions of a hero. Those were the actions of a person who forgot who and what he was and let his emotions get the best of him.

For those who think he will be acquitted, I can absolutely assure you, he will be convicted, if not at the state level, then at the federal level for violation of Title 18, "Deprivation of Civil Rights Under Color of Law". How much trust would the community have if LEO's beat handcuffed arrestees because they were traumatized by what the arrestee had done and then it is decided this is an acceptable course of action? Where do you draw the line? What acts would justify beating a suspect with his hands handcuffed behind his back? Who defines the acts? Former chief Hallgrimsom saved a young toddler's life by his heroic actions, then tarnished the badge and the profession by his subsequent, unjustified action against Zicarelli.
