Dallas Chief Says Criminals Are 'Forced To Commit Violent Acts,' Blames Society

Dallas Police Chief Renee Hall said that offenders are "forced" to commit crimes due to a lack of job opportunities.

Dallas, TX – Dallas Police Chief Renee Hall drew the ire of citizens and law enforcement groups on Monday when she implied that society is to blame for forcing criminals who commit violent acts (video below).

“There are socioeconomic issues that are related to crime in individuals in this city,” Chief Hall said during a press conference discussing two recent homicides. “There are individuals in this city who have returned from prison who cannot find a job, who are not educated.”

“In those instances, those individuals are forced to commit violent acts,” the chief declared.

Many were outraged by Chief Hall’s comment, including Dallas Police Association President Mike Mata.

“The Chief saying that people [are] ‘forced to commit violent acts’ it places the blame on society and makes the offenders the victim,” Mata told KTVT. “I don’t believe anyone is forced to violently attack another person.”

By using the word “forced” as opposed to “choose,” Chief Hall placed blame on society, rather than offenders, he said.

“I believe in sentencing guidelines reform and educating violators prior to releasing back into society so they can have the best possible chance of not re-offending,” Mata continued, “but we also have to be accountable for our own actions and never in any way validate an excuse to commit a violent act.”

Chief Hall clarified her comment later on Monday night.

“There is no excuse for crime,” she said, according to KTVT. “Crime in general however, is on the rise in Dallas for many reasons. One of them being a lack of resources and opportunity.”

Chief Hall said she is “in no way” using socioeconomic factors “as an excuse to commit a crime.”

“However, we have to work together as a community to remain vigilant and pro-active,” she added.

Chief Hall said she has reached out to the city’s pastoral community and asked them to help develop ways for citizens to access resources and to resolve disputes nonviolently.

What's really sad is that there is actual data that supports part of her statements. I'm not saying I totally agree with her or it though. One of the top reasons for recidivism is socioeconimical. Convicts are released and either have no employment, have problems finding employment or are under-employed. Most jails and prisons have little in the way of training or mentoring for people who are being released. So unless you have a "rich uncle" or someone else that will take you in until you find you legs again, retorting to crime or habitual drug use is their only option.

These people need to recognize that their choices of being an uneducated criminal is what put them in the situation they are in. They are unemployable because they have no education, and can't be trusted. The answer is to make them take responsibility for their crimes with maximum sentences.

To clarify yes there are other options . Crime and drug use are not even viable options let alone "only options". No more excuses for failures should be tolerated. It is ok to fail but it is not ok to give up and resort to crime and drugs .With black and Hispanic unemployment at their lowest levels in US history no one who has drive, motivation and initiative can truly say that they have no options. It may mean starting with a basic job while looking for more realistic employment. It may mean contacting the State Unemployment office to get assistance with their own cover letter, resume, application process, and step by step guidance. It may mean signing up for state sponsored substance abuse assistance. These services exist . Each step can be walked through even to the point of interviews , dressing for success, negotiation of pay, etc. The assistance exists. The new job seeker just needs to inquire and follow their instructions and show some drive and it will likely happen for them. Others realize that they have hopefully paid their debt to society . No one is interested in punishing these people forever. The Chief should be ashamed of herself as the level of ignorance is astonishing for a person at this level of position. These people described can do what they need to do if they show some effort.
