Chicago Police Officer's Jilted Ex-Girlfriend Arrested In Murder-For-Hire Plot

Lissette Ortiz plotted to have the 62-year-old woman kidnapped and burned alive, prosecutors said.

Chicago, IL – The ex-girlfriend of a Chicago police officer assigned to Chicago Mayor Lori Lightfoot’s security detail has been arrested for allegedly trying to hire someone to kidnap and murder the officer’s new girlfriend.

The investigation into 54-year-old Lissette Ortiz began on Nov. 18, when Ortiz allegedly asked a handyman who worked in her building to kidnap the 62-year-old woman who she blamed for the breakup of her relationship with Chicago Police Officer Marni Washington, the Chicago Sun Times reported.

Ortiz offered to pay the handyman $5,000 to kidnap the woman and bring her to her, and said that she would “take care of the rest,” Cook County Assistant State’s Attorney Jack Costello said.

She also offered to pay him $500 and a television if he wanted to introduce her to someone else who would carry out her plan.

Ortiz explained that she wanted the job completed before Thanksgiving, because she didn’t want the new couple celebrating in the home she previously shared with Officer Washington, the Chicago Sun Times reported.

She provided more information about the 62-year-old target, then told the handyman to come back to her house the next day.

He immediately went to police, Costello said.

The handyman subsequently introduced Ortiz to a man she believed would carry out the kidnapping for her. She was unaware that the supposed hitman was actually an undercover Chicago police officer.

On Nov. 20, Ortiz met with the officer and asked him if he could get her a gun, the Chicago Sun Times reported.

She then told him about her new plan, which involved him kidnapping the woman and setting her and her car ablaze in a remote location, according to WBBM.

Ortiz stressed that she wanted the intended victim to understand that Ortiz was the one “responsible for these events prior to the murder,” Costello said, according to the Chicago Sun Times.

She also wanted the woman to “still be alive at the time of the car fire,” the prosecutor added.

Ortiz told the officer that she knew she would be considered as a prime suspect in the planned murder, so she made arrangements to be out of town when it took place so she would have an alibi, WBBM reported.

She also said she planned to flee to Puerto Rice once the woman was dead, according to prosecutors.

Ortiz told the undercover officer that she had already paid someone else a retainer to carry out the attack, but that he had run off with her money, the Chicago Sun Times reported.

When she and the officer met up again on Nov. 22 so she could pay him a portion of the $5,000 fee, Ortiz told him she would be leaving town until Sunday and reconfirmed the plan, Costello said.

She was then taken into custody.

Ortiz has been charged with one count of solicitation of murder for hire, the Chicago Sun Times reported.

She also faces an unrelated theft charge.

Investigators said that the conversations Ortiz had with the undercover officer were recorded.

Ortiz was previously sentenced to two years of probation for forgery and theft convictions.

This past summer, she accused Officer Washington of pinning her against a wall, ripping her clothing, and taking her car keys, WBBM reported.

Officer Washington was later acquitted of the domestic battery charge.

Ortiz, who was ordered to be held without bond for the alleged murder-for-hire plot, will face between 20 and 40 years in prison if she is convicted, WLS reported.
